BIS CRS Documents Checklist: CCL, Schematic, PCB Layout and the 90-Day Test Report Rule
The documents required for BIS CRS registration fall into three groups: business and factory proof, a technical file (schematic, PCB layout, user manual and Critical Component List), and a test report from a BIS-recognised laboratory issued no more than 90 days before filing. Foreign manufacturers add Authorised Indian Representative (AIR) papers.
The Compulsory Registration Scheme (CRS) is run by the Bureau of Indian Standards under Scheme II of the BIS (Conformity Assessment) Regulations, 2018, for products notified by ministries such as MeitY. The manufacturer registers on a self-declaration of conformity and receives a unique R-number, as described on the BIS CRS portal. This guide lists what to prepare and where applicants usually slip.
BIS CRS Documents Checklist
The exact list changes by product category. Treat this as the common core and confirm the rest against the product-wise lists. The application forms and formats are on the portal's Forms and Formats page.
Business and factory documents
- Certificate of incorporation or equivalent business registration
- Trademark registration or brand authorisation, where the brand owner is not the manufacturer
- Factory address proof or a copy of the manufacturing licence
- ISO 9001 certificate of the manufacturing unit, where the category calls for it
- Details of the authorised signatory
Technical documents
- Schematic (circuit) diagram
- PCB layout
- User manual describing the technical construction of the product
- Critical Component List (CCL)
- Test reports or certificates for critical components, where applicable
Test documents
- Test report from a BIS-recognised laboratory, issued no more than 90 days before the application date
Additional documents for foreign manufacturers
- Authorisation letter and AIR documentation
See the BIS CRS products list for the applicable Indian Standard and document list for each notified product.
Critical Component List (CCL)
BIS's registration guidance says the manufacturing unit must declare all critical components and, where applicable, give the laboratory evidence of conformity for each one, normally a test report (BIS: simple steps for registration). A CCL lists each safety-critical part, such as the power supply, cells, cords and fuses, with make, model and ratings. It must match the sample the laboratory tests.
Some components, including power adapters and batteries, are themselves on the CRS list. Where that is the case, the finished product should use a component that already carries its own registration number.
Schematic Diagram and PCB Layout
The schematic and PCB layout show how the product is built, so that BIS and the laboratory can check the design against the declared critical components. Both should carry the same product name, model and brand as the application and the test report. The user manual should describe how the product is constructed and operated.
The 90-Day Test Report Rule
BIS requires that the test report is not older than 90 days from the date the laboratory issued it when the application is submitted (BIS). The same guidance sets two further conditions:
- The product is tested at a BIS-recognised laboratory within its approved scope
- The report is issued in the name of the manufacturer that actually makes the product, and states the factory name and complete address
Check a laboratory's scope on the BIS recognised labs page or in BIS laboratory services. Plan the filing before the report ages out: a report older than 90 days is not accepted, so a delay can mean paying for another test.
Common Document Mistakes
- Test report issued to a trader or brand owner instead of the factory
- Report older than 90 days on the filing date
- CCL entries that do not match the tested sample
- Brand, model or factory address that differs between the application, test report and trademark papers
- Testing to a standard that is being replaced: IS/IEC 62368-1:2023 is taking over from IS 13252 (Part 1):2010 and IS 616:2017, with the old standards running in parallel until 1 November 2028 (TÜV SÜD summary). Check BIS's list of circulars before testing
- Missing AIR authorisation letter for an overseas factory
What Changed for CRS Holders in 2026
The BIS (Conformity Assessment) Amendment Regulations, 2026, notified on 25 February 2026, made new CRS registrations and renewals valid for five years. Fees and production details are payable every year, and missing them can lead to suspension or cancellation before the certificate expires. The Act, Rules and Regulations are listed on the BIS notifications page, including the 2018 Regulations gazette that sets out Scheme II.
