What Is BIS CRS Registration? Meaning, Process and Products
BIS CRS registration is the Compulsory Registration Scheme of the Bureau of Indian Standards, under which notified electronics and IT goods must be tested at a BIS-recognised laboratory and registered before they can be made, imported or sold in India. BIS issues a unique R-number, which appears on the product with the Standard Mark.
CRS runs under Scheme II of Schedule II of the BIS (Conformity Assessment) Regulations, 2018, as per the BIS Act, 2016. BIS says the scheme aims to give momentum to the fast-growing electronics and IT sectors while protecting consumers from spurious and substandard products (BIS CRS portal).
Why BIS CRS Exists
MeitY notified the Electronics and Information Technology Goods (Requirement for Compulsory Registration) Order on 3 October 2012 for fifteen product categories, and added more categories in 2014, 2017 and 2020 (MeitY notifications on the CRS portal). The Order has since been reissued as the 2021 Order.
Under these Orders, no person may manufacture, store for sale, import, sell or distribute goods that do not conform to the Indian Standard named in the Order and do not carry the Standard Mark with a unique registration number from BIS (BIS CRS portal).
Who Needs BIS CRS Registration
- Indian manufacturers of notified goods. BIS names the manufacturer (factory owner) as the applicant
- Overseas manufacturers selling into India, who act through an Authorised Indian Representative
- Importers and brand owners, who should confirm that the factory's registration covers their brand and model before shipping (Compliance Calendar)
Goods made only for export to a foreign buyer's specification fall outside the Order (TeamLease RegTech summary of the 2023 amendment).
How BIS CRS Registration Works
- Identify the product's category and Indian Standard from the notified list.
- Generate a test request on the CRS portal and choose a BIS-recognised laboratory. The sample and test request go to the lab within 60 days of generating the request (BIS CRS portal).
- The lab tests the sample to the Indian Standard and issues a report. BIS accepts a report no older than 90 days when you apply (BIS: simple steps for registration).
- Apply online with the test report and supporting documents.
- BIS scrutinises the file and, if it is in order, grants the registration and R-number.
- Mark the product with the Standard Mark and R-number as set out in BIS's labelling guidelines.
The iKargos BIS CRS page puts a clean single-model project at 6 to 12 weeks end to end.
Products Covered by BIS CRS
The Order's Schedule lists each notified product and its Indian Standard, and BIS publishes the list on the CRS products page. Categories include mobile phones, laptops and tablets, power banks, adapters and chargers, smart watches, Bluetooth speakers, wireless earphones, LED lamps and luminaires, televisions, CCTV cameras, UPS and inverters, and solar PV modules and inverters. The iKargos BIS CRS products list shows 69 notified products with their Indian Standards. MeitY amends the Order from time to time, so check the current notification before placing a manufacturing or import order.
BIS CRS vs ISI Mark
CRS (Scheme II) rests on a lab test and a self-declaration of conformity, with no factory audit, and its mark carries an R-number. The ISI mark (Scheme I) involves factory inspection and a CM/L licence number (Treelife). BIS's own FMCS FAQ directs electronics and IT products to the Registration Scheme rather than the Foreign Manufacturers Certification Scheme (BIS FMCS FAQs).
What Changed for BIS CRS in 2026
Under the BIS (Conformity Assessment) Amendment Regulations, 2026, in force from 25 February 2026, a CRS registration can run for up to five years and be renewed for further periods, with the fee and production details paid every year (Lexplosion summary). The Act, Rules and Regulations are listed on the BIS notifications page. Separately, IS/IEC 62368-1:2023 is replacing IS 13252 (Part 1):2010 and IS 616:2017, with the old standards running in parallel until 1 November 2028 (TÜV SÜD).
FAQs on BIS CRS Registration
What is BIS CRS registration?
It is the registration BIS grants, after a BIS-recognised lab test and a self-declaration, that allows a notified electronics or IT product to carry the Standard Mark and be sold in India.
What is an R-number?
The unique registration number BIS issues to the manufacturer, shown with the Standard Mark on the product.
Is BIS CRS registration mandatory?
Yes, for goods on the notified list. The Order prohibits making, storing for sale, importing, selling or distributing them without the Standard Mark and registration number.
Is a factory audit required?
No. CRS relies on a lab test report and self-declaration of conformity.
Who can apply?
The manufacturer of a notified product. Overseas manufacturers nominate an Authorised Indian Representative.
How can I check a registration?
The CRS portal lists a BIS mobile app that shows details of a registered manufacturer under the self-declaration scheme.
